I suppose you could try to run the HyperNews perl scripts under BigPerl, but I suspect it would require a whole lot of tweaking, and you'd have to get it to talk to a Windows server, like Winhttpd, which sounds like too much trouble to me.

Depending on what you're looking for, MHonArc (which converts email to WWW format) might be of use -- it's written in perl, but has been specifically tested in DOS (and I've used it, and it works). You can find details at the MHonArc site.

OR -- and I recommend this highly -- you could install Linux on your own PC, and have the whole Un*x world open up, test everything you want (I've got the NCSA httpd running, HyperNews, FutPlex, . . . .). But that's not a small commitment.
