Refreshing or redirection

When someone reponds to a message the user is returned the message or page they were reponding to. But this has the new message added to it. How is this possible? When I issue: Location: server/file.htm from a cgi script, the browser (netscape) doesn't reload it 'cause it has already pulled the page down. What's the trick? Thanx Roscoe. PS: I would post this to the news groups, only I don't have the appropriate permissions :(
