Scripts execution directory / path setting

Unfortunately, for executing scripts on ULTRIX and the CERN web server, the environment variable $1 is not set.
$0 still contains the full path (e.g. /usr/local/etc/httpd/cgi-bin/HyperNews/get).
Scripts are executed from the root, so I had to hardcode the path to the scripts directory (in several scripts) in order to get them running.
Would it be possible to either provide a script like fixPerlPath to set these as well or (better) to use $0 instead of $1?
