I just tried including a URL in the HeaderURL field of a base article and it worked for me. The document referenced by the URL must be an html document, and perhaps, depending on your browser, it must be just the body, with no <HTML> or <BODY> tags or endtags.

The hnrc file headerText and footerText let you specify the text. Actually, an undocumented feature is that if the text looks like an http URL, it will behave the same as headerURL in the article's urc file, but for all articles.

We could allow arbitrary text in the per-article header instead of just a URL, but I worried about messing up the format of the urc file. Every other field is a single line of text. We'll clean up these inconsistencies in the future.
