I would examine Apache's error log to ascertain the nature of the error
(perl error message are printed on STDERR and apache saves this info in its
error log.)
I never tried using the --copy option of setup.pl, but I am happy with
HyperNews at my site (http://www.umdnj.edu/hypernews) using apache, suexec
and making the simple modification described in my earlier message to to
have the hypernews setup create hard links (rather than symbolic ones) to
its CGI programs.
You might want to wait for HyperNews 1.10 since its features (see
http://www.hypernews.org/HyperNews/get/hypernews/history.html) might solve
your problems.
