symbolic links | tar question

Total newbie question - I'm new to installing HyperNews. In the 'Overview of Installation', there is the following statement concerning un-tarring the files.
"Make sure your tar extraction created a symbolic link from HyperNews/.scripts/.scripts to Hypernews/.scripts"
Well, mine didn't - so now what? Instructions which tell you to look for something, but then don't tell you what to do when it isn't there (or a particular aperation fails) are anything but complete.
Do I create the symbolic link the the HyperNews directory, the Hypernews/.scripts directory? Where? Linking what to what?
