Using Hypernews w/o Server Access

I recently switched from Simplenet to Interspeed as the server for my webpage. They advertise offering a GGI-bin and even have a link to this Hypernews website.
But now, from what I see, I need server side files to be executed and such (from the directions I read) and they will not do this. Well, they will but at $75.00/hour.
Is there anyway I can install Hyperspeed with just access to the CGI-BIN and no avaliability to the server.
And, if not -- are there places that offer Hypernews over that the CanadaCity website.
Help me please. I am desperate to use HyperNews, and ASAP!
