There is an undocumented feature that is used in change-member.pl. The
hnpeople/.restricted file contains a list of domains that are restricted
from membership. This may be too drastic for you, since you have to not
only ban everyone from that domain but, also disable membership for the
people you want to ban (remove their member files), and restrict postings
to members only.
Any troublemaker could probably easily find otherways to cause trouble.
Maybe what you also need is a way to restrict the number of postings
from the same user during some time period.
