Is it important that the files hnpeople/<forum>/.hngroupmembers maintain the format

<group>: <member ids> <e-mail addresses>

Does HyperNews depend on all of the e-mail address being listed after all of the members IDs?
How is the identifier <group> generated in this file? Some of our .hngroupmembers files have an identifier that is obviously constructed from the forum name, but some are "All1".
