What you describe could be due to bugs in 1.9B5.5, but I am not sure. There is one more bug regarding membership in 1.9B5.6, but you are less likely to see it. The locking of password and group files is done reliably in 1.9B5.5, so that is not the problem. Perhaps there is a mail problem - you didn't say that mail was working.
