Question Administrator joining members

I was recently set up as the administrator of a set of HyperNews forums. The tech person who helped get me set up recommended the restriction, "Only administrator may join new members." But now, when I try to enroll new members (via the "Admin/edit-member" page, I get an "Unknown user not authorized..." error message. I begin with the form that identifies me as the adminstrator, then I change all the info in the slots to info on the new member I'm trying to enroll. I've tried choosing "Join" and I've tried "Update", but I always get the error message. If I leave my own username in the first slot, it changes MY membership data. Is there some non-intuitive step in this process that I'm overlooking? Am I using the wrong page/form? Help?
