With version 1.9, there is a maxDisplayDepth option
that limits the depth of display of the tree of
responses. The actual tree may be deeper. A simple extension of this idea might do most of what you want. Instead of a single number, a list of numbers could be used at each level, and if a 0 is used, that means no further responses are allowed below that level. The last number would be repeated at lower levels, and if the last number were 0, of course no further responses would be allowed all the way down. We should be able to add this easily on a per base-article basis. There are other issues, however. If you mean that the single list is to be used in such a way that each response is in response to the preceeding response, then users may be confused by the fact that each response will say it is a response to the top level base article. I don't want to change the basic structure that is built around a tree, even if it is a flat tree. Mixing nested responses with chained responses will lead to even more confusion. However, I could imagine dynamically altering the display of responses to use a flattened list when there is only one response but nest when there is more than one response. It would have to be made clear which is being used. Adding programs to automatically post responses should not be too difficult. We should make it more obvious for people how they could do that.
