Well, I've read all the stuff, but am still only able to run
wide open forums (nonmembers allowed creating articles). The
permission settings are OK with
<Directory /ufs/sedac/dev/httpd/cgi-bin> AllowOverride All Options FollowSymLinks </Directory> specified for cgi-bin dir (and also for htdocs dir). So the question why the clients can not resolve user authentication remains a mystery. For example, I can as admin change the top level passwd but as same admin I can not start an article without the error message "prove that you are" ... security is set use internal defaults.
