No "Kind Of Message" checkboxes when adding messages!!

When I try to add messages to my Installation of HyperNews1.9.6, there is no option to select "Kind of Message". I have looked at the "edit-response.pl" script and around the area where "Kind Of Message" is displayed, the code is:
<STRONG>Kind Of Message</STRONG>; $TD1END $TD2 $relationOption $TD3END $TREND ";
