Getting those perl scripts to run

Hi, I'm working on setting up a whole system with web server and all, experimenting with web servers such as Netscape and Navisoft. I'm having trouble getting the perl scripts like edit-article.pl to run, they just display as text.... Is it because of the web server I am using ? The files ARE executable , so I'm not sure what teh problem is . Thanks for any explanation you may have.... Ben
