Getting those perl scripts to run

In our configuration, perl seems to have been
misinstalled, but i finnaly managed to make the damn thing
work by putting the following line at the beginning of
hnrc:
@INC=("/usr/lib/perl", @INC);
setting PERLLIB into the environnement didn't helped
since the httpd (We're using NCSA 1.4) flush it.
