I use the HTML keyword BASE to avoid such problems

If the problem being referred to is the same as I have
experienced (the browser attempts to reload the page
using an incorrect or incomplete URL) then perhaps you
can solve it by using the BASE keyword in your generated
HTML pages. This keyword allows you to specify the full
URL for the current document. The X Window version of
Mosaic (which is all I have experience with) honours this
keyword and uses the URL supplied when reloading.
But I seem to recall some controversy about what the
correct browser behaviour should be and that other browsers
did not support BASE or interpreted it differently.
(I would appreciate feedback on this topic by email)
