There is not a feature to notify only for top-level messages. I'd
considered that kind of option a while ago, and it probably would be
useful, though more complex.

The only way to add subscribers in bulk is by adding to the 'list' file
in the appropriate forum directory.
There is also an all-member type of forum now, and a global list of
all members who have not elected to unsubscribe from that list.
