To me it seems that this (important) reviewer still hasn't been able to "forgive" Cecilia her deviating the "set" path in 1998 during the performances of "Le nozze di Figaro" (when she performed also the alternative arias and created an enormous scandal with it) and her still deviating course today, in fact accusing her of a kind of "cowardice".
