This may not be as hard as you think. Gore certainly provides the "tex", but you should be able to find a fabric manufacturer that can supply you with the material you need. The best sources for blaze orange are the hunting clothing manufacturers. Check your favorite hunting catalog for brand names, then contact the companies directly. I've always found that an appeal to higher morals works effectively. Let them know what service your group provides to the public and that you'd be deeply grateful if some sort of arrangement could be worked out. (Read: beg.) At least with our trail club, a promise of including their company name in the newsletter as a "corporate sponsor" also raised interest. If your group is non-profit, companies can also write off donations OR discounts on their taxes, another positive motivator. I was able to squirrel standing discounts on outdoor equipment for our volunteer trail maintainers, dicounted paint (and the cans to put it in), free trail tools and discounted power equipment, heck, even an free flatbed scanner for our web site, by appealing to higher morals.
