SAR membership organizational problems

I belong to a California Sheriff's Office SAR unit that is all volunteer, but under the direct control of the Sheriff. We are having trouble with members not attending training. They will show up for missions, but training attendance leaves a lot to be desired. We are told, "we're volunteers and you can't make us do what we don't want to do." Has anyone out there had this problem? We need to get some teeth in our training requirements, but this philosphy prevails not only with our volunteers, but the Sheriff's Office appears not to want to back us up with mandatory training.
