How are they getting called out?
It seems to me that they easiest way to stop these untrained (thats what they are) individuals from showing up is to not call them out. We have a policy that if you miss three meetings in a row or miss three missions you are suspended from missions until you bring your training back up to speed.
This is a deadly to a program eventually you will have new people wondering why they should come to training or simply not showing up at all. The ones you have now may be trained well enough to slide but could you imagine what would happen if a mixture of new people and untrained older ones were on the same team?
