Most groups have a policy or SOP that says you can be "suspended" for failure to keep up to snuff, but seriously have you ever tried it? Group I was with had a 50% rule--make 50% of all drills, calls, specials (recruiting, PR, etc.) to stay active.

Realize that if you selectively call personnel the ones who don't get called, whatever the reason, are still members, members you are discriminating against. You must make reasonable accommodation for their physical challenges, and make the training available when they can attend and make it worth going to.

I made every call for 16 years, planned most of the training, and did a lot of it. Telling a member they were not going beyond base camp because they were not competent is not a fun job, and not something to do in public. There are always going to be those who train because they want to do a better job, those that train to stay alive, and those who want to be hangers on. The dooughnut truck is a good place for hangers on.
