When I lived in Edmonton Alberta, we also had the same problem
although Special Assistance Services SAR, had been around for
several years, the local police department and many of the
neighboring police departments, who were mandated to preform
SAR did not want anything to do with us.
As time went on the police started to utilize us.
How?
1) Gaining a contact at the Provincial governments
Emergency Preparedness Training school, and constantly
getting members on courses with police and fire officals
2) Getting as much training as possible ie. having members
become qualified as EMTs ect
3) Advising the police of our services any time there
was a search. This was not just in our local area on
at least 3 occasions members of our team responded to
Zama Lake in Northern Alberta, this for us was a 14 hour drive
for what was often a body recovery, but it looked got our name
known
4) Get letters of reference any time that the team went out
5) Have media days
6) Take media files and letters to each and every police
and fire department
7) Mall days. Going to the local malls and demonstrating
our team and kit
By the way as a result of this and other efforts SAS has renamed to Edmonton Regional SAR and there now exsists a provincial SAR organisation in Alberta I hope this adds to the information that you may already have recieved Regards T.C
