Problem with IE4.0

I am using Internet Explorer 4.0 and have encountered a problem when browsing. I often get an error message saying, "Internet explorer cannot open this site...An internal error occured in the Windows Internet extensions." I do not think it is because of the difference between htm and html extension.
Does anyone know why this is happening? Please contact me at Seatown71@hotmail.com.
