Question Restaurant guide metaphor: more than annotation, creation

Annotation as you've described it here doesn't seem to cover the type of applications that I've had in mind. The abstract concept of "mult-user" htmls does not address the issues I faced when developing a data base of restaurant reviews.

The restaurant guide metaphor implies that multiple users will create and annotate htmls, so that the format of data entered into the "system" and the extensibility of the system seems not to be addressed by the newsgroup metaphor.

What do we do to allow users to create new catagories of information which should be arranged, not in some free-form method, but in a systematic means giving "form" to the data.
