I don't know a way to do this with javascript (ecmascript?) or HTML.  It
may be possible to get it to change color but I wouldn't bet on it.  If you
have a java window open (oh no, the grey box effect!) then you have complete 
control of that portion, probably including any scrollbars you feel like
adding.

From an outside point of view (planning a presentation maybe?) there may
be some tools to change the way MSwin or MacOS makes these things look 
anyway... but you'd need to install those extra toys, so that would affect
*you* not all the random people who visit your site.  Under Linux it is easy
(well, some people write these themes and put together the art, maybe it
isn't easy for everyone) because our Window Managers are clearly seperate 
programs, and distinctly in charge of the loose widgets like title bars, 
scrollbars, and edges.
