Idea A hard question!

I am trying to figure out what will happen if i try to create a HTML-based user interface for a CD I'm going to burn.

First, a simple question. If you click to download a file from the CD through the HTML interface, and it asks if you want to download it or open it from its current location, and you click "open it from its current location," will it actually open it from its current location, or will it create a temporary file on your hard drive, like it does on the internet?

What tags do i use to make a file download instead of displaing it in the browser window? I know this is wrong, but I'm currently using the "a href" tag because I don't know what else to use.

Also, many of the files are .zip files and I'm wondering if you are able to make a tag that will use a zip program installed on the user's computer to unzip the associated file directly to the hard drive?

Any answers, comments, or sample code would be appreciated.
