Now this is a request that is hard to fill! I don't think you will find a service provider offering good quality space at such low rates. The best you can find is probably $1US/MB/mth unless the provider is running out of their garage with NO overhead or NO support personnel.
I would be wary of trying to get something for nothing that you plan on reselling to clients. Your clients may turn on you for not providing quality space.
You will find that most clients WILL pay for the quality space if they are portraying their business on the web in any way.
