Someone knows the Americas backbone structure?

I'm looking for a good virtual server connection to Brazil-São Paulo, to lease a server. I'm testing the connection time charging several web pages of providers in U.S.A. and Canada, but in spite of some T3 links, I am getting poor connections. I think this is due to backbone structure which these providers are connected. 1 - Someone knows the best backbone connected to South America? 2 - Someone knows where I get a listing (or one) of providers connected to this backbone(s)? Thanks.
